How is Minnesota planning to ban open weight models and the services that host them?
I think for services it's the same, doesn't matter if it is open or closed model.
For someone downloading and running it on their own, I suspect they cannot.
Better to criminalize the act of sharing than the proverbial paint brush. This should be handled the same as if someone used photoshop
