This is not going to backfire at all - poor people from red states can prove their citizenship using passport. Well they never were abroad, so they don't have any, do they? And as far as I know driver's license is not a proof of citizenship.
There is a systematical way how to solve this perceived voter's fraud and illegal migration issue.
1. Finish REAL ID, make it mandatory for every citizen of USA to have one, akin to Citizen ID in many states of Europe.
2. Because every citizen now have REAL ID, then it can be used as proof of citizenship during voting or when you are identifying yourself to law enforcements.
3. Because it is now easy to tell who is and who is not a citizen, employers must verify that employees do have REAL IDs. If they fail to do that, ICE should fine employers into oblivion. After few companies will be publicly bankrupt, demand for illegal (cheap) labor will disappear.
But hey, that's actually solving the problem and you could not campaign on the issue during next election cycle.
